Upgrade to gcc-4.8.3

Add option "--with-native-system-header-dir".
For gcc-4.7 and later, you need "--with-native-system-header-dir" to enable
gcc to find the correct header files for the build.

The line to alter the standard include location:

    echo -en '#undef STANDARD_INCLUDE_DIR\n#define STANDARD_INCLUDE_DIR
        "/tools/include/"\n\n' >> gcc/config/linux.h

then becomes redundant.
